International organizations possession of legal personality in the international arena inevitably brings specific legal consequences. One of the most important of these consequences is the obligation of the organs and agents of these organizations to accept international responsibility. However, the hybrid structure of such organizations leads to overlaps in the attribution of conduct; meaning that some actions may be attributed solely to the international organization, while other actions are connected to the member states. This hybrid nature also paves the way for piercing the veil of the organizations legal personality, so that sometimes member states become accountable for the organizations violations, and sometimes, conversely, the organization is held responsible for the actions of its members. In this regard, the International Law Commission has sought to clarify the framework of the rules of international responsibility of international organizations. This commission has specified the conditions under which member states are obliged to be accountable for the actions of the organization, as well as the conditions under which the organization is considered responsible for the acts of its members.
