Background and Objective: Parliamentary inquiry and investigation is one of the most important oversight instruments of the Islamic Consultative Assembly for monitoring the performance of public institutions and enhancing accountability. Its effectiveness is not limited to fact-finding, but also depends on its impact on realizing the public’s right to know and strengthening transparency. This study examines the relationship between parliamentary inquiry and the public’s right to know, focusing on the cycle of production and dissemination of oversight information.
Research Method: This study employs a descriptive-analytical method with an institutional approach to analyzing the information cycle. The unit of analysis consists of parliamentary inquiry and investigation processes and their stages of access to information, dissemination of findings, and accountability. Data were collected from laws, legal documents, official parliamentary reports, and scholarly sources. Three cases, including the parliamentary inquiry into the Judiciary, the performance of parliamentary inquiries and investigations during the 10th Parliament (2016–2020), and the inquiry into the performance of three provincial governorates, were examined. In addition, the parliamentary oversight systems of the United Kingdom and Germany were comparatively analyzed based on criteria including report publication, confidentiality, and public accountability.
Findings: The findings indicate that the lack of a legal requirement for the systematic publication of reports, ambiguity regarding the scope of confidentiality, and political considerations have created a gap between the production of oversight information and its transformation into public awareness.
Conclusion: Parliamentary inquiry and investigation can fulfill its actual function in realizing the public’s right to know only when the oversight cycle, from information discovery to public dissemination and accountability, is completed. Publication of findings, strengthening enforcement mechanisms, and balancing transparency with confidentiality are essential for enhancing the role of this instrument in transparency and accountability.
