Abstract
By navigating legal and political sources, we come to several facts about governments and the international system. Apart from the inherent and constant conflicts between liberalism and socialism about the foundations of criminalization, it should be recognized that the type of political systems as governments has always been a criminalization generator, but in describing the order governing the international system, it is also almost the world’s passage from the unipolar system and the process of globalization towards the multipolar world of the dictator species in contrast to its traditional and modern features but with a modernized shape and style. (a kind of dictatorlike order with platonic authority) is probable and definitive given the evidence. This article is a descriptive-analytical approach with a documentation and library method. In this search, we are looking for an answer to the question, given the obvious theoretical conflicts in the role of
criminalization of the type of governments in the unwanted production of crimes influenced by globalization in the
transition to the multipolar dictator of the dominant species, what kind of behavior is imagined for rulers? It seems that
with the transition from the Liberal unipolar model to the multipolar dictator of the species approaching the new model,
as a result of the theoretical conflicts between liberalism and socialism, it is not able to interpret the status quo based on
the effects of globalization, platonic dictators are forced to behave rationally with their people. As a result, the need for a rational approach to criminalizing rulers of the new dictatorial states in the multipolar system will be less than its traditional type.
