The United Nations in Crisis Situation Due to the Seventh Incident on October 7, 2023

Abstract

The United Nations, as the most important international institution in maintaining global peace and security, has always faced the challenge of ineffectiveness in resolving the Palestinian crisis over the past decades. The attack of October 7, 2023, and its humanitarian consequences once again revealed the organization’s failure to manage the Palestinian-Israeli conflict. The main question of this research is why the United Nations failed to achieve peace after this event? Using the theoretical framework of realism and the descriptive-analytical method, this article examines the role of the interests of great powers, especially the permanent members of the Security Council, and the impact of the legal structure of the United Nations Charter on the decision-making process. The findings show that the frequent use of the veto right, the lack of guarantees for the implementation of resolutions, and the dominance of the national interests of great powers over human rights principles have caused the actions of the United Nations to be mainly advisory and lacking in practical effect. Accordingly, the Gaza crisis after October 7 is a clear example of the dominance of the logic of power over the principles of international law and the institutional limitation of the United Nations in playing an independent role in establishing sustainable peace.
